Board of Directors
The Hutto Economic Development Corporation is governed by a seven member Board of Directors that is appointed by Hutto City Council. Directors serve three year staggered terms with no term limits. Officers are selected by the Hutto Economic Development Corporation Board of Directors.
The original Hutto Economic Development Corporation Board of Directors was comprised of Ed Schmidt, Debbie Holland, Ron Whitfield, Josh Richards, and Tim Porter. Through the years the Hutto Economic Development Corporation has greatly benefitted through the service of Stanley Zamorskey, Carl Nelson, Barbara Kaman, Bill Wilson, Rob Bocanegra, Mahlon Arnett, Tony Franzen, John Coats, Mike Ackerman, Sally Velasquez, Bud Folley, and Jason Wirth on its Board of Directors.
The current Hutto Economic Development Corporation Directors are:
Mario Perez, President
Appointed April 2005, Reappointed December 2007
Mario Perez has extensive national and international experience in sales and marketing. For more than 20 years, he worked for IBM Corporation as a senior strategist for the computer start-up division. During his tenure, he formed teams and trained sales forces worldwide. Perez began his IBM career in San Antonio, Texas where he graduated from St. Mary's University with a degree in Criminal Justice. Several years ago, he embarked on a successful career as a restaurateur and currently owns and operates Mario's Mexican Restaurant in Hutto.
Scott Heselmeyer, Vice President
Appointed December, 2006
Scott Heselmeyer is a partner in Heselmeyer Zinda, PLLC. Following graduation from Texas A&M University, Heselmeyer worked for the Texas Department of Agriculture and then attended law school at the Georgetown University Law Center in Washington D.C. He is on the Board of Trustees of First United Methodist Church in Round Rock and has also served as a board member and general counsel for Habitat for Humanity of Greater Round Rock.
Garry Guthrie, Treasurer

Garry Guthrie is the Owner/Operator of Guthrie Cleaners, a family owned business since 1928. A resident of Hutto since 1998, Garry expanded Guthrie Cleaners to Hutto in 2003. He has served on the Hutto Chamber of Commerce Board of Directors and continues to be involved in a variety of community activities.
Anne Cano, Secretary
Appointed September, 2008
Anne Cano is currently a Realtor with Realty World- Neal Barnes & Associates in the Williamson County office. Prior to this, Anne was in operations management in the manufacturing sector and construction industry. She has a Bachelor of Applied Science degree from University of Mary Hardin Baylor and an Master of Business Administration degree from Regent University. Anne serves as president of the Hutto Citizens University Alumni, Chair of the Census 2010 Complete Count Committee, and holds Place One on Hutto City Council.
Miranda Conley, Board Member

Miranda Conley is currently Controller at WhiteGlove House Call Health, headquartered in Austin, TX. Miranda has over seventeen years of professional accounting experience, including financial and SEC reporting, international consolidations, business management, and an expertise in health care related firms. Miranda has a Bachelor of Accounting degree from the University of Missouri, is the proud mother of two Hutto ISD students, and has been a Hutto resident since 2007.
Doug Fell, Board Member
Appointed February, 2011
Doug Fell brings 28 years of banking experience to the Hutto EDC Board of Directors. He currently owns Doug Fell Cattle in Hutto which raises black angus cattle. Doug is a graduate of the University of Texas at Austin where he was a member of the Texas Longhorn baseball team as well as the Graduate School of Banking in Madison, Wisconsin.
Cary Rabb, Board Member

Cary Rabb is President of the WAG*A*BAG™ Convenience Stores. Currently there are 18 WAG*A*BAG™ stores in Round Rock, Hutto, Pflugerville, Georgetown, Liberty Hill and Austin. Rabb has been an integral part of both the Hutto and Round Rock communities, helping promote positive relationships between small businessesc and municipalities throughout Williamson County.
