The Hutto Economic Development Corporation is the designated economic development entity for Hutto, Texas. For 2 of the last 5 years, Hutto has been named the fastest growing community in Texas by the Texas State Data Center. Southern Business & Development also named Hutto one of the “Top 100 Places in Major Markets to Locate Your Business.” In 2009, the Hutto Economic Development Corporation was named one of only 40 Accredited Economic Development Organizations® by the International Economic Development Council.
Like Hutto, the Hutto Economic Development Corporation has experienced significant change from its origins when over 71% of Hutto voters approved its funding in a citywide election held on May 4, 1996. The vote levied “an additional sales and use tax within the City of Hutto for the promotion and development of new and expanded business enterprise at the rate of one-half of one cent.” The half cent Section A (Formerly 4A) economic development sales tax revenue has grown from approximately $40,000 annually to currently almost $670,000 annually.
Today the Hutto Economic Development Corporation is lauded as a model economic development organization among entities serving communities its size. It was among the first economic development entities to leverage its resources by utilizing electronic communication and social media including Facebook and Twitter.
Board of Directors
The Hutto Economic Development Corporation is governed by a seven member Board of Directors that is appointed by Hutto City Council. Directors serve three year staggered terms with no term limits. Officers are selected by the Hutto Economic Development Corporation Board of Directors.
The original Hutto Economic Development Corporation Board of Directors was comprised of Ed Schmidt, Debbie Holland, Ron Whitfield, Josh Richards, and Tim Porter. Through the years the Hutto Economic Development Corporation has greatly benefitted through the service of Stanley Zamorskey, Carl Nelson, Barbara Kaman, Bill Wilson, Rob Bocanegra, Mahlon Arnett, Tony Franzen, John Coats, Mike Ackerman, Sally Velasquez, Bud Folley, and Jason Wirth on its Board of Directors.

Mario Perez, Chairman

Mario Perez has extensive national and international experience in sales and marketing. For more than 20 years, he worked for IBM Corporation as a senior strategist for the computer start-up division. During his tenure, he formed teams and trained sales forces worldwide. Perez began his IBM career in San Antonio, Texas where he graduated with a BS from St. Mary’s University. Several years ago, he embarked on a successful career as a restaurateur and currently owns and operates Mario’s Mexican Restaurant in Hutto. Perez also completed the Basic Economic Development Course through the International Economic Development Council in 2010.
Doug Fell, Vice Chairman

Doug Fell brings 28 years of banking experience to the Hutto EDC Board of Directors. He currently owns Doug Fell Cattle in Hutto which raises black angus cattle. Doug is a graduate of the University of Texas at Austin where he was a member of the Texas Longhorn baseball team as well as the Graduate School of Banking in Madison, Wisconsin.
Anne Cano, Secretary

Anne Cano is currently a Realtor with RE/MAX Round Rock. Prior to this, Anne was in operations management in the manufacturing sector and construction industry. She has a Bachelor of Applied Science degree from University of Mary Hardin Baylor and an Master of Business Administration degree from Regent University. Anne serves as president of the Hutto Citizens University Alumni, Chair of the Census 2010 Complete Count Committee, and holds Place One on Hutto City Council. She also completed the Basic Economic Development Course through the International Economic Development Council in 2010 and the Hutto Entrepreneurs & Small Business Academy in 2011.
Chris Carey, Treasurer

Chris Carey is currently a technical service engineer with 3M Healthcare and has over 15 years of manufacturing management experience. Before 3M Healthcare, Chris worked for Fehr Foods, Inc., Cargill Animal Nutrition, and Cargill Meat Solutions. He is a disabled veteran with service in the United States Navy and Texas Army National Guard. Chris has a Masters of Agribusiness from Kansas State University and a degree in Animal Science with a concentration in Chemistry and Finance from Angelo State University in San Angelo, Texas. Chris previously served as a board member for the Friona, Texas, Chamber of Commerce and was elected as the County Chairman for Taylor County Democratic Party (Abilene, Texas).
Jeff Coombs, Board Member

Jeff Coombs began his career in the consulting industry in 1998 working for a telecommunications integrator in Dallas, Texas. After holding several technical managerial and sales positions, he joined Elert & Associates in 2008, taking a brief ten-month break prior to working for the Department of Defense in Afghanistan in 2010. After accumulating six years of consulting experience (between E&A & TNCG), Jeff joined standout integrator BryComm in Austin Texas in late 2014 and oversees the security division as well as business development and sales for the company. Jeff is a BICSI Registered Communications Distribution Designer (RCDD) with 17 years of experience in the structured cabling, AV/Multimedia and security industries. He currently serves on the BICSI ESS Sub-Committee and the ASIS Applied Sciences Council as an infrastructure and PACs SME.
Gerry “Kim” Engram, Board Member

Kim Engram has lived in Hutto for 12 years and is currently a System Operator at ERCOT where he operates the Texas grid to maintain the integrity and reliability of electricity for Texas. Kim has 30 years of experience working with market participants in the Texas Electrical Grid. He was part of the start-up team in 2001 at ERCOT that established a new control and introduced de-regulation to Texas. He also has experience of studies and approval of infrastructure improvements with market participants of the Texas Electrical Grid. Kim has a Business Administration degree from West Texas A&M University.
Michael Jones, Board Member

Michael attended Baylor University and received a Bachelor’s degree in Accounting and a Master in Taxation. Shortly after graduating, he moved to Dallas to start a career in public accounting with PricewaterhouseCoopers. After a few years in public accounting, Michael transitioned into the residential mortgage business and joined his family at Georgetown Mortgage, LLC, as a loan officer. In February 2015, he accepted the position of Chief Financial Officer and works hand in hand with his family to provide opportunities to the employees of Georgetown Mortgage and the borrowers they serve.

With more than 28 years of economic and business development experience, Chase comes to Hutto from Kansas where he recently served as President of the Greater Wichita Economic Development Coalition. He previously served as President/CEO of the Wichita Falls, Texas Chamber of Commerce & Industry from 2001 to 2013, and as their Vice President of Economic Development from 1998 to 2001. Chase was the Executive Director of the Dixon Industrial Development Association in Dixon, Illinois from 1987 to 1997 and was a retail store manager in Colorado, Wyoming, Iowa, and Illinois prior to entering the economic development field. Chase served in the United States Navy from 1971 to 1975. Certified Economic Developer (CEcD) through the International Economic Development Council (IEDC), Chase is also a Fellow Member of the IEDC. In 2008 he was Chairman of “Team Texas” a statewide association of then 55 communities, and named Dean for the University of Oklahoma’s Economic Development Institute. In 2009 Chase was appointed to the Texas Governor’s Regional Commercialization and Innovation Council, and in 2011 was elected to the IEDC Board of Directors, where he currently remains.

Jason joined the Hutto Economic Development Corporation in June 2016. Prior to joining the EDC, Jason spent 6 years with Congressman John Carter’s Office, where he worked with the business community to help find solutions to problems they may have faced while dealing with the federal government. He currently serves on the Hero’s Night Out Advisory Board in Cedar Park, and has served on the USO Board at Fort Hood. Other boards include the Round Rock Leadership planning board and United Way grant selection board. Jason did his understudy at Stephen F. Austin State University where he graduated with a degree in Business Management in 2009.
